Procurement Manager

To formulate and drive a consistent approach towards all sourcing, purchasing and tendering activities within the business scope and ultimately ensuring the value for money is maximized and cost savings are generated.
Develop Procurement strategies.
Develop functional metrics to reduce expenses and improve effectiveness.
Negotiate and close deals with optimal terms.
Forecast price and market trends to identify changes.
Perform cost and scenario analysis and bench marking.
Assess, manage and mitigate risks.
Support estimation on bidding.
Ensure that all procurement is carried out within budget.
Execute (Plan & Prepare) the Material Supply Program (MSP) and Material Submittal Schedule (MSS).
Ensure vendor development by assessing the supplier/sub-contractor capabilities vis-à-vis effectiveness of response to our request, availability of material, delivery on time, support during emergency requirements etc. to ensure the need of the Maintenance division are managed and served strategically with reliability and quality while managing vendors /suppliers /Sub-contractors in the best interest of the company with cost saving.
Ensure vendor database, performance and Evaluation.
Ensuring quantity and timing of deliveries.
Anticipate upcoming level of demands.
Execute Purchases (start from RFQ till Close Out) including subcontracts.
Ensure appropriate Procurement support to all projects.
Resolve discrepancies in the delivery of short, over or damages materials, process insurance claims and withhold payments when necessary.
Manage Custom Clearance from port
Perform other similar or related duties such as keeping records of items purchased, cost, delivery, and inventories and establish stock levels and dispose surplus materials.Continuous improvement of purchase procedures.
